Abandonment rate

Abandonment rate is the share of calls answered by a person that fail to reach a representative in time. Under 16 CFR 310.4(b)(1)(iv) a call is abandoned if a person answers and is not connected to a sales representative within two seconds of their completed greeting.

How it is measured

Abandoned calls ÷ calls ANSWERED BY A PERSON — not ÷ dials. On a list with a 10% connect rate the two denominators differ tenfold, and using dials is the most common way teams flatter themselves into believing they are inside the safe harbour.

The FTC safe harbour at 16 CFR 310.4(b)(4) protects a seller that employs technology ensuring abandonment of no more than three percent of answered calls, measured over a single campaign of under 30 days or over each successive 30-day period, alongside a fifteen-second or four-ring minimum and a recorded identification message where no representative is available.

For parallel dialing, abandonment rises with line count and with connect rate together. Four lines against a list nobody answers abandons nothing; four lines against verified mobile direct dials at a 20% connect rate produces simultaneous answers routinely. Improving your data therefore increases your compliance exposure, which is the opposite of most teams’ intuition.

This is a plain-English summary of a published rule, not legal advice.
