"Spam Likely" is the label a carrier or handset applies to an incoming call it believes is unwanted. It is applied by the network rather than by the recipient, and once a number carries it, answer rates collapse regardless of who is actually calling.
Labelling is algorithmic and opaque. Carriers use analytics partners that score numbers on volume, duration, answer rate and complaint data, and neither the criteria nor the current score is published to the number’s owner. There is no reliable way to know you have been labelled except to watch your own answer rate fall.
Remediation exists — registering numbers, verifying business identity with the analytics providers, and reducing volume per number — but it is slow and not guaranteed. Prevention is cheaper: spread volume across a pool so no single number crosses the threshold that triggers scoring.
